Applying MoReq to developing and implementing a corporate electronic Records and Information System
Introduction This workshop has been developed to assist organisations in the development and implementation of a corporate Electronic Document and Records Management System. Introducing an Electronic Records Management strategy cannot be developed in isolation to an organisation's e-business or e-government strategy. These bring about a fundamental change in working practices with the introduction of Web based, document and workflow technologies, new channels of communication with citizens or customers. Electronic records management pays a vital role in supporting this change. This workshop provides a set of guidelines on how to use MoReq and ISO 15489 to assist in developing an organisation's Electronic Records management strategy to support and enhance your e-business strategy.
Workshop Overview This workshop is structured to take the attendee through the process of:
- How to audit current records management practices
- Understanding the basic principles of records management and developing a fileplan
- Defining the functions and applications of related information/document technologies
- Setting out a business case
- Developing RM policies & procedures
- Developing the statement of requirement for EDRMS
- Evaluation and selection of EDRMS
- Guidelines on implementing EDRMS
- The European Commission's Model Requirements for the Management of Electronic Records MoReq which was published in May 2001
- The International Organisation for Standardisation standard ISO 15489 Information and documentation, Records Management Part 1 General and Part 2 Guidelines (Technical Report) which was published in November 2001
The two documents are complementary: MoReq provides a very detailed set of requirements for both functional requirements for an Electronic and Paper Records Management system and for the related electronic process and document management systems. MoReq also includes guidelines on operational and management systems considerations.
MoReq takes a major leap forward by not only embracing requirements for good record keeping of electronic records but also addresses the need to set out the requirements for other Document Related Technologies and operational considerations.
ISO 15489 part 1 is a corporate management guide. It provides advice on corporate policies and responsibilities and guidelines on best business practice for Records Management.
Part 2 details an approach to the analysis, identification of requirements and implementation of Records Management. These documents will be reviewed and how they can be applied in practice in developing EDRMS strategy
